Congress has two chambers. The House of Representatives has 435 voting members, shared out among the states by population and elected from districts. The Senate has 100 members, two for every state regardless of size. A bill needs a majority in both before it can go to the President. This two-part design was the compromise reached at the Constitutional Convention between the large states, which wanted representation by population, and the small states, which wanted every state to count the same.
