Why this is the answer

Woodrow Wilson, the 28th president, who served two terms from 1913 to 1921. The surname alone is accepted. What makes him the answer is not only the dates but the decision: during his first term he managed to keep the United States out of the war, and by 1917 he concluded that was no longer possible and asked Congress to declare war on Germany. In January 1918 he set out his Fourteen Points in a speech to Congress, justifying the war and proposing a plan to keep the peace after it.
