Why this is the answer

Japan, Germany and Italy, and the answer names all three. The sequence explains why. Japan bombed U.S. naval bases at Pearl Harbor, Hawaii, in a surprise attack on December 7, 1941, and the next day the President obtained an official declaration of war from Congress.
