He was a diplomat who represented the new country abroad and negotiated the 1783 treaty in which Britain recognized American independence. He helped write the Declaration of Independence, as a member of the committee that reviewed Jefferson's draft. He was the first Postmaster General, appointed by the Continental Congress in 1775.
