Why this is the answer

The first three articles of the Constitution create the three branches in order. Article I sets up the legislative branch, Congress, which makes federal laws. Article II sets up the executive branch, led by the President, which enforces the laws. Article III sets up the judicial branch, the Supreme Court and the other federal courts, which review the laws.
