George Washington. The title recognizes what he did before and after the war rather than any single office. He led the Continental Army to victory over Great Britain in the Revolutionary War, then retired to his farm in Virginia, Mount Vernon, when he could have kept power. He left that retirement to help build the new country's system of government and presided over the Constitutional Convention in Philadelphia in 1787, and he became the first American president.
