Why this is the answer
The House has 435 voting members, and it has had that number since 1912. It is the larger of the two chambers. What changes over time is not the total but how those seats are divided among the states. The Constitution orders a count of the population every ten years, and the results are used to recalculate how many representatives each state should have. A state that gains many residents can pick up seats and a state that loses residents can lose them, so one state's gain is another's loss, while the total stays the same.
