Why this is the answer

Cabinet-level positions are the heads of the executive departments plus a few other senior posts. Most department heads are called Secretary: Secretary of State, Secretary of the Treasury, Secretary of Homeland Security and so on, fifteen departments in all. The one exception is the Department of Justice, whose head is the Attorney General. The Vice President is also a Cabinet member, and the official list adds the heads of the Environmental Protection Agency, the Small Business Administration, the CIA, the Office of Management and Budget, National Intelligence and the U.S. Trade Representative. Name any two. Memory hook: "Secretary of" plus a department, and remember the odd one out, the Attorney General.
