Some states have more representatives than other states. Why?

Why this is the answer

House seats are shared out by population. A state with more people gets more districts and therefore more representatives: California, the most populous state, has 52, while Wyoming, the least populous, has one. The Senate was built the other way, with two seats for every state, which is why the two chambers together balance big states against small ones. Memory hook: more people, more representatives.
