Why this is the answer

April 15 is the last day to send federal income tax forms to the Internal Revenue Service. The power behind the deadline took a long time to settle. The Constitution let the federal government collect taxes, and an income tax first appeared through the Revenue Act of 1861, but only temporarily. A flat-rate income tax passed in 1894 was struck down by the Supreme Court as unconstitutional. The matter was finally resolved in 1913, when the 16th Amendment was ratified and gave Congress the power to collect income taxes. Today taxable income includes wages, self-employment earnings, tips and the sale of property. Memory hook: April 15 every year, on authority the 16th Amendment granted in 1913.
